Unable to change cities in World Clock widget Big Sur
Maybe I'm missing something, but I don't see how you add or remove cities in the World Clock widget in Big Sur.

I rebooted and did PRAM and it is working now...for me.
I just rebooted and it started working. I was able to change the cities and arrange them.
Wow what a find! Yep that did it. Disconnected the 2nd monitor and can edit cities. Reconnected second monitor and could still edit cities. Will try reboot later.
Same here. Click on a city clock within the widget, and it goes to the Date & Time preference pane, not useful for the purpose of choosing cities for the widget. Re-start helped not.
Make sure you are not using external monitor, and right click on the clock to edit clock...
Click edit widgets -> click one of the 4 cities of world clock -> click any cities name (orange color), you will get another screen, type the city name you like.
I had the same problem that nothing I did seemed to allow me to edit the widget. But a reboot did result in it behaving as expected.
Solved! Just add the widget again...

Double Click on the City and you can change the city that you want to display
Some cities don't appear now in the list. For example, Pune (India), Colorado Springs (USA), Virginia Beach (USA).
Took me a while to figure it out.
Once you edit the Widget if you double click on the existing City name you will get option to search and you can select a city name you wish. I could update this
