Unable to change cities in World Clock widget Big Sur
Maybe I'm missing something, but I don't see how you add or remove cities in the World Clock widget in Big Sur.

instead of using the given widget, use and add the clock 'CITY" widget, where you can select the city you want to view (edit, click on city name and select from drop menu) you can add a few of these CITY widgets. Works like a charm
FWIW, you cannot add or delete cities, only change which of four cities you wish to display.

As I mentioned, no matter where I clicked no list of cities came up.
BUT, restarting my MacBook did the job - also for the four clock widget.

Try this.
Tap (Two fingers) on the widget. Click "Edit Clock" . Double click on the city you want to change . It will show up the list of cities. select the city of your choice. Click done. That's it
click on Edit "clock". you will see the city name, click on it and you will be able to change the city.
I met the same problem, but I restart the computer and now the city names can be changed, but always 4 cities.

you'll need to go to the end of the Widgets board, and chose " edit widgets"
Afterwards you'll go to the widget with the world clock, and make two fingers click, and chose "Edit clock" and then with double taps you'll be able to open every City that you already have there and chose from the list the city you want. I hope I explained the clear( my Mac is in German language 🙈) and English is a foreign language for me.

you can add a clock widget instead of world clock, which allows you to set to different city
when editing the widget, try clicking on one of the default cities (eg NY). You can then pick another city (eg Adak). Worked for me
Just click on that city name, which you want to edit, you will see a list and a search bar for adding.
Yes, restarting seems to have solved the problem. Seems the good old reboot is still the first go to for these sorts of issues.
I thought the same thing about the severe limitation of the use of the clock widget, rendering it much less useful. However, I just added clock widgets so am now able to view as many times as needed, as I was doing before.
When I am in the Edit portion of the world clock, I have the option to rearrange the four default cities, but not delete or add
clic edit widgets and clic on the black part of the clocks in the widget. It will turn over and you can change the clocks
