Unable to change cities in World Clock widget Big Sur
Maybe I'm missing something, but I don't see how you add or remove cities in the World Clock widget in Big Sur.

Get rid of the multiple clocks widget, just add as many mono-clocks as you want.

When you are in edit widget mode, "control-click" the name of the city and the drop-down appears.
I’ve never had to control click on it ever. Just click on the name of the city and pick a new one.
Please go to Edit Widget and then click right above corner. You can edit the orange city name to any cities name which you want for world clock and clock.
This works, but inconsistently. Firstly, someone already mentioned that you cannot add or delete cities. You can only change them. I was initially able to change the cities. But now when I click on "edit widget", I get the display that looks like it should allow you to change the order and this is where I was able to click on one of the cities and change it to something that suited me. But now I can do neither. I cannot change the cities and I when I click on the icons that should let me change the order, nothing happens. Must be a bug.
Apple seems to have limited us to 4 world clocks per World Clock widget. If that is not enough, just go into "Edit Widgets" and add another World Clock widget. That will give you 4 more. I'm not sure if there is a limit to how many of the same widget you can add. This solved my need for more than 4 world clocks.

This severely limits usefulness of the widget.
You can replace Cupertino with Austin. Just follow the posts on how to edit the World Clock above.
Tried that. Clicking on any of the cities does nothing for me.

What? This thread is about changing cities. You can't delete clocks from the World Clock widget.
You should check the App Store for World Clocks. There are quite a few.
If you want more flexibility with the number of cities displayed, use the city widget instead which allows you to pick one city instead of four.
Double click on the city to change the city

Click on the City that you want to change, a list of cities will appear. Voila!
