Why does disk utility not provide me the option to format a new SSD to APFS? The only options are Mac OS Extended (journaled) and Mac OS Extended (case sensitive journaled).
I am running Catalina 10.15.7

If you selected the SSD device and not a volume/partition/container on the disk, then I don't know why you can't choose the Partition scheme.

The OS usually does the conversion if necessary and, as far as I know, as an example, Time Machine requires the Mac OS Extended format. And, I have found that using Disk Utility within recovery works better with the newe OS versions.
I've tried Disk Utility from recovery mode as well with no success.

So, I tried again and I do not get the partition scheme pop up menu. It simply asks me to choose which format I want. this echoes do not include APFS
My SSD must be somehow incompatible. The partition icon at the top of the Disk Utility window is grayed out. I was able to erase and reformat an external HD.

What is the Partition Table (map, scheme) format? It needs to be GUID.
In Disk Utility, select Show All Devices from the View button popup menu.
Select the Device and erase it as opposed to the volumes on the device.
I used the Show all Devices view and selected my SSD device, but still no option for APFS. How do I determine the Partition Table? Is that not part of the formatting process?
If you selected Erase on the device, it should have offered a choice for the partition map. Change it to GUID.
