Confirmed. Safari 14.0.3 fixed this issue that started with 14.0.1.
To attach files: There is a bar of icons located below where you type your text. The bar includes the B for bold, I for italics, etc. The icon that is second from the far right is for attaching images. If you hover your curser over each icon, it tells you what it is for. There is an icon for link insertion, one for embedding YouTube videos, attaching a text file, etc.

I think you're entirely correct.
I'm even further back in terms of OS, than you. My old 2010 Mac Pro works great for me in Mojave. PhotoShop and everything I need to do what I do (I work in Comic Books)... I actually plan to get an iMac sometime soon, but in the meantime, it's a fine Computer... except for the Apple Service.
I contacted the guy I already chatted with last month at the Apple Tech Contact Page, again yesterday... he was baffled that they didn't fix it since it would likely take some Tech 30 Mins tops recompiling the icns folder.

Great feedback everybody, I share the frustration I'm reading about broken .webloc icons, and I too am baffled by the lack of a fix. All I can tell you is (having done this for a living), there's rarely -no reason- for issues like this. But it would be nice if someone in the know at APPL would chime in with at least an explanation.
That said, it has led to a Necessity is the Mother of Invention result for me: I am creating custom icons for every webloc I save. This method is little to no help to anyone who has to wrestle with volumes of files, but it's actually made hunting down specific URLs later a bit easier for me... I grab a screenshot of the web page, copy that to the clipboard, and paste it on to the file icon (in "Get Info" panel.
For example, I've attached such an icon for the web page we're on right now.
I got an email this morning from the Apple Tech I chatted with Last Month about this same problem. He said:
The issue is still under investigation, their email said anyone who submitted a request about the issue will receive a mass email when the investigation is complete and they have a resolution, so I will get one once they have fixed the issue.
"Mass" meaning it's widespread, right?
To which I answered:
Thanx a bunch, Steve! I’m just surprised that they didn’t fix it with the last Security and Safari Build. It’s just a matter of recompiling the icns Folder… If I knew what I was doing, that shouldn't take more than Ten Minutes, right?
One more thing. I notice that it takes my Mac Pro 2010 about 5-10 minutes to shutdown, since that last Build. If you could tell them that too. Obviously my old OS is not even on their Radar.

When I get info on any of them, I get a greyed out "Open with" and" Change all"

I agree that it is safer to wait for an update. The problem is not that big of a deal, just annoying.
The reason is they left all the .icns files out of the Safari app package.
The latest Safari 14.0.2 does not fix.
Haven't tried .2 yet, but I thought for sure they'd correct this. So sad... Please everyone keep flooding apple with this bug through Feedback Assistant, both Mac app version and web version.
