Apparently I can turn off headphone notification on my iPhone X(update 14.2) but I can’t turn it off on my iPhone 12 max pro (14.2)???? Like why??? Can you please tell me how to turn it off?? No matter how much I lower the volume I still get the notification!!!

No, of course they won't. Because you DID approve it. You agreed to the change when you updated. The fact that you did not read the update agreement is not Apple's fault. Could you make a case that Apple should have explained it better? Possibly. And, after five or six years of legal wrangling, you might get $25.
If the iPhone no longer meets your needs, sell it and buy something that does. iPhones retain their resale value far better than Android phones.

I'm from europe but there is still no law to set limit on headphone usage!
Apple put this feature but didn't optimizet it for all BT devices.
In practice I set the maximum value to 90Db and before using it I reset the listening data in health. But I solved it even better using a $ 100 Android which also transmits in LDAC 96Khz 24 bit
Tried that, didn’t work for me, it turns down after 10 minutes of listening to music, im up ladders hedging and it turns down, extremely distracting (self employed gardener)

people do not want automatically decreasing volume, I know I’m one of them.
Actually the UK government have nothing to do with this. It’s the EU rules that the UK have to follow. So you can thank the EU for this.
I agree. It can only monitor output power from the BT chip and calibrate it for AirPods and AirPods max.
PS I would love someone to come back and confirm my suggestion works!
