Mac app Not Showing "Play Next" or "Play Later" On Music Not In Library?

I've just upgraded to Big Sur on a new 16" MacBook Pro and in the Music app Play Next and Play Later are not showing as options in places like Browse or Listen Now when the music is not in your Library? This has not happened on any iOS device that I have and did not happen in Catalina.
