Big Sur - No + option to add in applications for shortcuts

In the keyboard > Shortcuts tab there is no option to add in other applications to setup shortcut keys, in the past there was a + icon, this is now missing.

Is anyone aware of another way of adding in another applications in the shortcuts tab?
