imovie taking forever to encode. It no longer gives options for export format (360, 720, 1080, or 4k). When I select save video it automatically starts exporting.

Try deleting preferences. It is a safe procedure that will not cause any data loss. To delete preferences, open iMovie while holding down the Option and Command keys and select to delete preferences in the box that appears. iMovie will open in a new library. Reopen your old library to get back to your projects. Now see if you can export without problems.
Be aware that not all export resolution options will be available for each project. It depends on the project resolution setting, as determined by the resolution of the first clip inserted into a newly created project. Also, saving the project from export box does automatically start exporting the project, so no problem there.
If deleting preferences doesn't solve the slow encoding and other problems, try these procedures:
Try resetting the System Management Controller:
