FaceTime audio is not available in contacts - nor Facetime itself .
only FaceTime Video works.
I’m also not reachable via FaceTime audio.
on my iMac it works

What is the model number in Settings>General>About>Model?
The letters immediately preceding the /A indicate the country of original sale.
And yes, FaceTime video works in China, it is only FaceTime audio that is illegal there.
No. It can't be changed.
The phone complies with the laws of the country in which it was originally sold.

Have you contacted your carrier to check and see if your number is set up to allow FaceTime? Also, does iMessage work?

If the phone was originally sold in China, FaceTime audio is not available.
It is illegal there.

But iMessage and Facetime Video works.
Only audio is greyed out
