What does the toggle Device Management on System Services do? Can I safely turn it off?

If this is enabled it indicates that an app or service or entities other than the user controls some aspect of the device. This could be anything from an app for gig workers to the ability to log in to a VPN for a school or business. Before making a decision to turn this off, you'll want to be clear on what service you may lose access to if the option is disabled.
