Apps not downloaded on iPhone

Changed account to iPhone 12, appears to be set up but apps not downloading

Did you use any backups (iCloud or Computer) to restore your iPhone 12 from? If NOT then the apps will not begin to download. If you restoring from a backup and you see icons of apps that are not downloaded then check your Wi-Fi Network connection and ensure that your iPhone is charged up or plugged into electrical power.

Yes I can and have been doing. In the past they have been automatically downloaded

I did not restore from a backup...set up as new phone

Then can you not open up the App Store app and begin downloading the apps that you need? What do you see on your screen while the iPhone attempts to download the apps from the App Store?
