I am teaching on blackboard, uni level. When I use the instructor app it doesn’t work well, lots of things I can’t see and grades don’t post. When I log in to the desktop I can only see the announcements page and post announcements. Is there a way to get the full desktop on the ipad mini?

I think your only option is to take up your iOS Blackboard app difficulties/issues and take these up with the developer of Blackboard.
Desktop versions of apps are not possible on Apple mobile devices.
