Can’t access Shortcuts Gallery over cellular data?

I’m on an iPhone 11, iOS 14.1. When I’m not connected to WiFi and try to open the Gallery in Shortcuts it won’t load. The screen says “Turn on cellular data or use wi-fi to access Gallery.” In my settings cellular data is toggled on by the Shortcuts app and under the app settings there is no option for cellular data. I’ve already reset my network settings and restarted my phone. I don’t have any data limits, and I have service/LTE. I’ve tried loading the gallery at various locations over data. Am I missing something? Is this maybe an ios14.1 issue?
