I upgraded my OS from Mohave to Big Sur 11.1 and the problem is solved - My understanding is that the new version of Safari is integrated into the new OS. Now the Upload button works on all sites that I tried - Amazon, Shopify, Etc...
I just went through this tonight with 5(!) different tech people. The issue is that the last Mojave/Safari update messed up. They recommended either a) installing and running Chrome browser or b) upgrading Mojave to Catalina. They provided the webpage https://support.apple.com/en-us/HT211683 to obtain Catalina without upgrading OS all the way to Big Sur. I ran the install for Catalina and the problem was solved.
I have a mid 2012 MacBook Pro. A week to 10 days ago, I stopped being able to upload files through Safari, or photos on Facebook. Called support yesterday. My Mac won't be able to accept any new updates.
RESOLVED my issue by (after backing up) reinstalling the OS to Mojave 10.14.6
Yes, that seems to be the "solution"...reinstalling Mojave or installing Catalina automatically loads the older, 13.1.3 version of Safari. I was always hesitant to "leave" Mojave since it had always been really reliable and I'm wary of "new and improved" until it's been proven out for a year or more but I can say that Catalina seems to work OK. There are differences, however (especially in that "iTunes" is now changed to "Music") and as a result, iPhone and iPad device backup looks a lot different as well.
Great find, Bladerunner! So it is just the presentation of the Finder file selection dialog that is not happening and nothing deeper in terms of broken security settings. At least this makes Safari usable again. Thank you.
Very interesting! I doubt that figure very much. More than 10 (many more, I think) have reported it in these “Communities”!
But what I am looking at here? I have submitted this too (twice!), and I have never seen such an info screen before. I am intrigued!
I am having the same issue since the recent Safari update. Cannot attach files in Gmail. I contacted Apple support and they had no answer. I am also using Mojave 10.14.6.

Really? That suggests it's an OS security issue rather than Safari-specific, doesn't it?

Apple had me reload Mojave. Works now. After the update, it seems Mojave had become disconnected from Finder so Safari could not use the "attach" function to find files to attach.
Seriously? Can't they just send out a "reconnect" fix instead...
CONFIRMED - I re-installed Mojave and now gmail.com > Attach and Dropbox.com > Upload Files work as intended ...

sorry but resintalling my OS and all my Apps is not easier then using Chrome for a few weeks till they publish a fix.
I would never take that risk. We dont need a bandaid.
