Downloading Messages from iCloud stuck

recently purchased an iphone 12, restored from backup and since then, messaging have redownloaded but not the pictures in the messaging threads.

There is a message at the bottom of the messages app that reads" downloading messages from icloud" that has been there for a couple of weeks now.

so far i have disabled and enabled the messaging backup in icloud settings

signed in and out of icloud

wiped the phone and started fresh

nothing has resolved my issue and the same message still shows up at the bottom of the messaging app

Any help would be much appreciated as this is driving me nuts

also, the phone is plugged in and connected to wifi
