How do I update to IOS13 on my iPad Mini 1

The 8-year old, 2012, 1st gen iPad Mini cannot be upgraded beyond iOS 9.3.5/9.3.6.

It's internal hardware is underpowered and incompatible with iPadOS.

Your iPad is too old, now.

If you need/want an iPad that can run the latest iPadOS and current, updated apps, then you need to seriously consider a new iPad model OR a much “newer” , used iPad model capable of running the latest iPadOS 14 versions.

There are plenty of newer, older iPad models that can run the current iPadOS 14.
