I had ICloud set up when I got my phone last year. I stopped I cloud when I reached my man for storage. Now I can not retrieve my pictures to send, safe, edit download. How can I load these photos. I get message

I had I Cloud set up when I got buy new iPhone 11

last year. I stopped I cloud when I first reached my limit. Now I find that I can not download, save, edit, send any of the photos that were saved originally on the ICloud. I notice that they did give you a month but I guess I didn't see that. How can I retrieve them now?
