What if, in Costco's case, they don't put the serial number on their receipts?

I work in the IT department and a user purchased a Macbook Pro which he was reimbursed for the item. He no longer works for us and now we cannot log into the unit. The receipt that Costco provided has their item number, price but no serial number. How can I get support to unlock the unit from Apple?

The serial number is printed on the underside of the Mac next to the regulatory markings. Identify your MacBook Pro model - Apple Support

Also, unless this is a 2018 model or later with the T2 chip, you should be able to simply restore it to factory condition by holding down the Option+R keys during startup and initiating a system restore in recovery mode.
