Where might you be housing the notes that are on your iPhone? If they're simply housed on the iPhone, there would be no reason to expect to see them on your iPad.
If they're housed in iCloud and you signed on to the iPad using the same Apple ID as the iPhone, and you have them referenced in iCloud on both devices, then they would appear on both devices.
