"Lower security settings"?

After updating to Big Sur I keep getting the following message. It won't let me click on the "Lower Security Settings" option is greyed out. The "Cancel" doesn't work either. End up having to force quit in order to close the application but the message below will stay on computer even after I quit garageband. Only way to get rid of it is restart computer.
