With Pages v10.3.5 on Big Sur (11.0.1), the cells bearing the fractions remain aligned left with the cells set to the default Automatic data format, and the sum is 0. Simply selecting the cells and changing Data Format from Automatic to Fraction does not change the cell formatting, or the sum result. One must select the A column heading and then apply the Fraction Data Format before the cell contents will right align, and the equation produces a sum result.

Unless there's been a change in the current version of Numbers, SUM should do the job with little fuss.
After reading your question, I entered the mixed fraction values shown in cells I4 and J4 of a table I had open. The values were automatically aligned right, indicating that Nubers did rcognize them as numbers.
I then entered the formula shown below the table in cell K4. Results were as shown.
Tested in Numbers 3.6.2.
What is happening on your table? How was your process different from mine?
