Getting 4K 60fps on a 4K TV

I've been using a Windows PC as my living room entertainment hub since 2007. I've had several combinations of TV's and PC's over the years. This time I want hook up the new M1 Mac Mini to a 4K TV. I found out that the older Mac Minis can run 4K at 30fps. However to get 60fps, special software is needed.

My question is, will the M1 Mac Mini display 4K 60fps without needing special software? I saw a few videos showing how the homepage animations are choppy at 30fps.

Any help will be greatly appreciated. Thank you...
