There are three ways; two that do not require Terminal to access ~ Library.

This article has those, together. Not sure if there are any others, too.

• Three Ways to Access the Library Folder on your Mac | lifewire

Following shows two Methods to access and see Library folder in macOS:

• Access hidden macOS library files | helpx.adobe global/access-hidden-user-library

https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html#main_Method_1

https://helpx.adobe.com/x-productkb/global/access-hidden-user-library-files.html#main_Method_2

From article above:

Use one of the following methods to make the user Library content visible.

Method 1

In the Finder, hold down the Option key when using the Go menu.

Library will appear below the current user's home directory.

Method 2

  1. In the Finder, choose Go > Go to Folder.
  2. In the Go To Folder dialog box, type ~/Library
  3. Click Go.
