It appears that you're having a problem with an application provided by Hewlett Packard. The HP Smart for Desktop application won't open. Good job on deleting and reinstalling the app, and we're glad to help with this.
New user or group setup - Apple Support -- Create a new user account and see if the application opens there.
How to use safe mode on your Mac - Apple Support -- If it won't open in the new account, restart your Mac in safe mode to test.
If you're still unable to open the application, which model of Mac are you using, and which macOS is it currently on?
