I have an iPhone 11 and it has worked properly before but around the time 14 came out it has started not working probably. When I am on the photos app the picture is a Live Photo and works right but when I am on my Lock Screen when pressing down the flash light and camera disappear like normal but the picture goes black.

First, restart your iPhone to see if the issue persists: Restart your iPhone
Then, make sure you’re running the latest iOS version: Update your iPhone, iPad, or iPod touch
Should that not resolve your issue, test to see if the behavior continues if you change your Lock Screen wallpaper to a different Live Photo.
