since big Sur I have problems doing these signs, this ø comes out if I press option, but that is Danish and not German oe How make ü or ä o in Big Sur on an USA keyboard?
These are german little dots over the letters.

This really helped! I had Dutch , and changed to German and now it worked fine!!!. I hold the key for the letter down longer and then the choice appeared. Like ô ö ò ó œ ø ō o.

It woorks with the u but not with the o in Big Sur!
I get always the Danish or Swedish øøøøø, but I want the 2 dots over the ö
By holding the letter till the alternative appeared worked withCatalina, but not w Big Sur, instead the letters repert endlessly
In addition to the press-and-hold approach, each of the accents has a corresponding 'hidden' option key which can be faster to access.
These work by typing the relevant character for the accent, followed by the character to apply.
For example, umlaut is achieved via option-u, so you can type:
option-u followed by u to get ü
option-u followed by o gives you: ö
Other accents:
option-e: ´
option-`: `
option-i: ˆ
option-k: ˚
option-n: ˜
plus probably some others I'm forgetting.

When you do Option U, let go, then O, do you really get ø?
If you do not get the popup menu at all when you hold down a key, you may need to try the following:
open Terminal and type
defaults write -g ApplePressAndHoldEnabled -bool true
and then restart.
Press and hold the key on the keyboard.
Then press the number key for corresponding accent mark:

Just keep pressed u or a letters and you will be prompted for choosing your desire Germanor other languages signs
