My new i phone 6 seems to be stuck updating i cloud settings.Can you help?

I have not been able to get my new i phone 6 past the updating icloud. Its been an hour now. Any ideas?

Are you connected to WiFI? Is there a SIM inserted? Try restarting it and possibly try again.
