USB PCI CARD - not enough power for logitech cameras

I was using a Mac Pro 2012 for video streaming, I have 4 cameras I was able to use the three USB ports in the back and the one on the front of the unit to power all my cameras and external hard drive.

Now I upgraded to a Mac Pro 2019 which only has 2 USB ports so I bought the following card

https://www.sonnettech.com/product/allegro-pro-usb31-pcie.html

Once installed I see that the card does not recognize any cameras or hard drives, I will return the card but what do I do to have USB capability on this machine? Is there another card out there I can use???

Mac Pro, macOS 10.13

Oops, what I wrote form memory is incorrect.

That card, unlike all others, intends to provide up to 7.5 Watts per USB port. Watts is Volt * Amps, at 5 Volts that is 1.5 Amps per slot, more than enough for most ordinary devices.

Does this card require a Driver? No but this:

footnote 4. Must authorize charging support kernal extension in Security and Privacy System Preferences. (Unlock, then allow.)
