Incompatibility is the Culprit:

This device is incompatible with your macOS. It has reportedly been discontinued. Go Here: PIXMA MP996 - [Canon Hongkong Company Limited] - Canon

So, the only way to use it may be the though use of a Virtual Machine.

Run it Using a Windows Virtual Machine:

Consider using a Virtual Machine(VM) for running Windows (Windows-in-a-window). You would open items in it, and use Windows-only compatible software on it. All would be accessed and would operate as desired on the VMVirtual Machine applications include VMWare Fusion and ParallelsLearn more here: What Is a Virtual Machine? - VMWare Support.

Please Clarify:

So, the printer is working on another computer, but no this one. Is that correct? And on this computer you want have done new install, but it is not working. Is that correct?

Try the Same Drivers:

If you are looking to do a clean install, and get access to the printer, then try the drivers on this new install, or share the printer. There's lots more you could try like using a new administrator (to troubleshooting an install). But be sure to Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the driver install.

I would like to clarify that, I have two MacBook Pro had same configuration.

One of MacBook Pro is install the Catalina MacOS and upgrade to Big Sur, MacOS the printer is working correctly

Another one of MacBook Pro is clean install to Big Sur MacOS, the printer driver cannot be installed to the MacOS.

So what's the problem from Big Sur, the printer driver not support from Canon, but I assuming that the printer driver is supporting by Apple.
