Repeated calls from "Olivia" who claims to be from Apple support about a suspicious activity in my I-Cloud account. Is this a scam????

It is a scam. Apple doesn't make unsolicited phone calls. If there was a problem you would be notified when attempting to log in, including when logging into this forum. Also see: Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support
Also, the caller id number shown on scam and marketing calls is frequently not the number actually originating the call. The number is often spoofed.
One option to consider is Settings > Phone > Silence Unknown Callers. See: Detect and block spam phone calls - Apple Support

There are thousands of scam sites who register on the web as being Apple support. Or MS support, Canon, Epson, you name it. It's intentional. They want to catch people who do a search for "brother printer support" (or similar), and their name pops into the list, even though they have no connection to Brother.
The number you provided calls a place named callcenter.com . They have no relation to Apple at all. They're a third party tech call center. And most likely shady.
If you try to go to that site, you instead get this in Safari, along with other information about recognizing a scam sites (I blanked out the phone number):
And please stop reposting a scam phone number. Web bots pick that up, which increases the scammer's standing on search engine listings.
Why hasn't Apple done anything to stop the scam call from ****-8257? They are posing as Apple representatives and are stealing information from people. After searching this number, I see that this has been going on for more than a year. There have been over a 1,000 reports on this number to the CallCenter.com. In addition, this number has been reported to the FTC and still nothing has been done. Why can't these people be traced and stopped?

How do think Apple is going to be able to stop anyone from calling you? How do you think Microsoft can stop the same type of scam calls? Or organizations claiming to be collecting for the Fireman's Fund (they aren't)?
Your question suggests that somehow, some way, Apple knows who is just about to call you and magically stop it. They can't. No more than they can stop any other spam call.
I'm sorry I was not clear. The scammer did not call from 315-232-****. This is the call back number they give which has not changed in over a year. You can call them. Apple can call them and talk directly to the scammers. I'm telling Apple exactly who is calling. So is everyone else so Apple doesn't have to use magic to know who is calling. We are telling them who is calling. They are falsely claiming to represent Apple. You think this would concern Apple.
