Why does my iPhone and iPad say sign out is not available due to restrictions?

iPhone 11, iOS 14

I'm guessing that you have some restrictions turned on for the iPhone. Go to Settings>ScreenTime>Restrictions and check. If you have restrictions turned on, there will be a password associated with ScreenTime.

Yes I had screen time on. I didn’t have any restrictions set but if you have screen time on now it automatically sets it to where you can’t sign out. I turned it off and now it lets me.
