Why does my iPhone and iPad say sign out is not available due to restrictions?

I'm guessing that you have some restrictions turned on for the iPhone. Go to Settings>ScreenTime>Restrictions and check. If you have restrictions turned on, there will be a password associated with ScreenTime.
