You do that through iCloud or iTunes. Keep your photos safely stored and up to date on all of your devices - Apple Support

Do you have a Mac or a Windows PC? If a Mac then you can simply open the Photos app and then select File ➔ Import and then import all the photos from the HD into your Photos app. One thing to note and that is for the photos to get to your iPhone you must be using iCloud for photos. That will synch all the photos from the photos app to your iPhone.

If you are using a Windows PC AND if you have iCloud for Windows installed then you can open iCloud and then get into the Photos category and import the photos there. Once again, the same applies and that is that you must have iCloud for photos activated.

If you do not have photos in iCloud then you will need another method to import photos into your iPhone. Perhaps use Dropbox, OneDrive etc and the respective apps on your iPhone. You can copy the selected photos into Dropbox or OneDrive etc and then open the app on your iPhone and save them to your Photos app.

If you do not have iTunes on your computer, I'm guessing that you have a Mac, since iTunes still exists for Windows. There are instructions in the link I provided you on how to sync photos from the computer to the iPhone.

Your mentioning Music is what you play music with on the iPhone. iTunes Store still exist on the iPhone and that is for music purchases. iTunes on the iPhone was never about syncing anything.

You can sync them with Finder, but I don't remember if it still suggests folder sync (should be there normally). Note that this will import them in synced albums (not included in the backup, not in Camera roll and can't be deleted from the phone itself, just by syncing with an empty folder).

If you want them in Camera Roll, your only options are iCloud or Google Photos.
