We do not have internet at our home. I have a time capsule i'd like to set up as a local network only. I believe I have it set correctly. I connected a printer to the TC via USB and can see it on computers connected to the network. My question is do I need to change settings on the TC so when my iPhone is connected to the local network it will still use LTE to connect to the internet?
There are no settings to change on the Time Capsule (or iPhone for that matter) that would allow your iPhone to connect to your "local" WiFi network while also using LTE to connect to the Internet at the same time.
Unfortunately, you'll have to manually switch between WiFi and Cellular on the iPhone to connect to the service that you want.

This is unlikely to help.. but you could buy a proper LTE router with ethernet ports.
Plans for purely data services are often very cheap. Plug the TC into the LTE router and that gives you full internet plus local network at home.
You can then setup wifi assist
It will ensure failover to 4g when wifi is poor or unavailable..
I was hoping it would allow local connection as well as 4g but not so if local connection is not internet connected.
Just btw the setup for a typical computer to do this is easy. Because you can support multiple network connections at once and by carefully configuring gateways etc.. the computer will route correctly to local or internet.
Note is complicated but supported by Android.. so maybe Apple should consider some support.
I've thought about the LTE routers but haven't found one yet that works with Verizon. It appears they don't like to allow it. Still looking though! I'm struggling with what to do with my TC if it doesn't connect to the internet.
I am in Australia.. and looking for a standard Verizon USB 4G modem it seems they charge ridiculous prices for them. It might be worthwhile hunting one down second hand and getting a new data sim for it.. if you cannot just buy more data.
Lots of LTE routers work with USB modems rather than inbuilt but you do need to google hard.
The other option is to use a phone.. not new but a second hand cheap Android type phone if you cannot locate a USB modem.. again some routers are designed to handshake with a tethered phone for internet.. check internet carefully for exact model of phone supported. Mostly it will be standard Android for obvious reasons.

I presume where you live you don't have coverage from other 4G suppliers.. or wifimax etc.. there are often other internet services available.. even satellite which will become more common with stuff spaceX is doing. So future is looking bright for people outside of main cities.
