I forgot to cancel a subscription. When the app charged me, the payment was declined. Will the app try to charge me again?

Your account is likely frozen because you have an unpaid debt for the declined payment.
If it it is you won't be able to download anything until you have cleared the debt and provided a usable payment method.
You should cancel the subscription properly.
