Ipad restore

my ipad will not restore or update. It was working fine, it said to plug into computer to update, i did and when it was trying install update i got an error, now it won't start up or restore. The screen shows a picture of a cable with an itunes decal. At the top it says to get to restore website. Every time i try to restore or update i get an error message. The software was 9.3 or somewhere near there.
