Keys 9-o-l-.-(arrow up) - (arrow down) - forward key (F9) not working on keyboard of Macbook air 2013

First I had problem with the "arrow down key. I changed the keyboard and then my Keys 9-o-l-.-(arrow up) - (arrow down) - forward key (F9) stop working. Then i changed the keyboard 2 time and the same issue i still going on? Whats the problem?
