"some account services require you to sign in again" is unactionable

In Settings on my iPhone (most recent OS), "Update Apple ID Settings" has a notification bubble.

When I tap on the row it shows me this dead-end screen:


Nothing happens -- there are no buttons or actions. I don't know which account services (although when I use my apple watch "find my phone" to locate my phone in the house, the phone no longer plays a noise, and YES the phone and the watch are connected and can see each other, and YES when I "find my iphone" using the web UI the phone plays the normal alert noise).


When I tap the row in the middle of the screen, nothing happens. I am not prompted to sign in again.


Apple, this is really bad UX design or a bug. I have literally no idea where to go or what I need to do to fix this problem. Other times this has happened, I can click on the thing in the middle of the screen and I'm prompted to enter my password.


This https://discussions.apple.com/thread/250141790?answerId=250263937022#250263937022 suggests I should sign out of my icloud account and sign back in, which is annoying because then I have to re-sync everything. It worked, but this sucks.
