Noise not installing on Watch os 6 and not restore through iOS13

So here's a Catch 22.

I updated my Apple watch series 3 to Watch OS 6 and iPhone to iOS13. I'm trying to get the new Noise app on it and am having the worst time. First of all, when upgrading, this new app did not install either on my phone or watch by itself, so this is the first weird thing. The, if I try to download it manually, there's a cloud icon besides the Noise app, as if I already have it... but I don't. So anyhow, clicking on it should restore the app, but it would give me an iCloud error. Apparently upgrading to WatchOS6 killed the iCloud registration. So after repairing the Watch to the phone, I can finally click on the cloud icon, enter my watch's password only to be prompted with a "You can't restore this app on this device" telling me to instead use the phone's app store to do so... But you can see it coming at this point; they removed the Watch app store in the Watch app and as you can imagine, there is no trace of the Noise app in the actual app store either... Where the **** am I suppose to restore this app from?!
