Connecting the M1 Mac Mini to an Acer XV273K display does not yield any DDC/CI control. Connecting the same monitor using the same cable to a 2019 15" Macbook Pro works just fine.

I'm discovering the same thing! I would love to be able to control my Dell monitors brightness from my keyboard. I have tried 2 different apps that are designed for just that, and neither one will work with my M1 Mac mini. I have concluded that the DDC/CI communication just isn't there! Please bring back support for this.
Same thing with MBP 13 M1 with Dell monitor.

Try QuickShade. It is on the App Store. For me, the keyboard shortcuts do not work on the Mac Mini M1, but you can change the brightness with the mouse.
But this doesn't Control the Brightness of the external monitor... It just adds a layer on top of your screen to adjust the brightness
