Apps not installing

I set up my child's apple id this week and provide an iphone 6s. When he tries to install apps and clicks on 'get' it isn't doing anything. I don't have any restrictions on his phone for apps so I cannot figure out why it won't work.

Power the phone right off then restart.

Is it on wifi, or if not, have you enabled mobile/cellular for App Store.
