A year ago I bought a refurbished 13 inch MacBook Pro because I didn't want the touch bar. I was wondering if there was any way to upgrade the memory from 8GB to 16GB, and if so, how should I go about doing it?

Starting with the retina models in 2012, Apple has soldered the RAM chips to the board, to increase the overall reliability of the product.
What you bought it with is what you get, for the life of the product.
