2nd gen AirPods won't play music or allow me to use for a phone call

I have 2nd generation airpods that will connect to my phone but will not play music or allow me to use for a phone call. I have disconnected and reconnected and even reset the airpods. I thought I had a defective pair and returned them but the 2nd pair are doing the same thing. Any suggestions on how to fix this?
