how do I download my photos from icloud to my PC?

What is the best way to get my photos on my phone (on icloud) downloaded to my PC? They won't just import like they used to and then delete them all off my phone. Somehow this has gotten really challenging to just get "hardcopies" of photos saved onto my computer because of Icloud. Thanks
