firmware-update 7.6.4 for the AirPort base station

We answered your same question about two weeks ago. The answer is still the same as before.

Open AirPort Utility on your Mac

Click on the AirPort Base Station

Hold down the option key on your Mac while you click on the current firmware Version

A drop down list of available firmware will appear

Select the version that you want

If your AirPort Base Station was originally supplied with a higher version of firmware, normally you cannot select an earlier version. For example, if my Base Station came with 7.6.7, I cannot install an earlier version of firmware.
