I have purchased a second hand apple watch and now the previous owner is uncontactable. The watch is asking for her apple id when trying to set it up. She told me when i purchased it that she had factory reset the product but it is still linked to her apple id. How can i resolve this if i cant make contact with her

Sounds like iCloud Activation Lock. That means either she lied and it's stolen, or she didn't unpair it properly.
Either way only way to fix this is for the Apple ID owner to remove it from icloud.com/find themselves. See the details at https://support.apple.com/en-us/HT205009
