New Iphone XR

Before trading Iphone 6s for Iphone XR, I backed up everything to icloud but when I tried to download the data into the new phone I didn't get all my apps from icloud to my new iphone XR

Apps do not come from a backup. They are not stored there. They come from the App Store. Give them a while to download - on WiFi with a well charged battery.
