iCloud Apple ID account

I had to make a whole new iCloud Apple ID account because I had my old phone stolen alone with my old phone number.

so when trying to sign into my old account with my new phone and new phone number I was unable to get into it because it wants to verify me with my old phone number ( which had been stolen).

So I had to start from scratch with everything. Lost all my notes and all my data. Phone numbers etc.

is there no way to resolve this ?? This surely isn’t fair for people when they lose their phone they have to get another account every time
