I made a new apple id yet it's locked for some reason and it asks for my old phone number

So my old apple id for some reason got locked, although I haven't received any notifications about it being signed it elsewhere, so to unlock it, it asked for a code in my old phone number that has recently died and would not get any messages. So I figured that it's a lost cause since I used that old phone number to sign up and I assumed it was hardcoded in to only ask for the number that was asked from you when you signed up. After that I made a new Appleid, entered my new working phone number and I wanted to reinstall some apps, but for some reason it says its locked (again). So I thought "Oh this is fine, I can unlock it now since I have my phone number" but for some reason in the enter your trusted phone number area it asked for my old one????? I recognised the last two digits and I realised it was my old phone number, then I put in my old number and surely enough it goes to the next step. Then it asks for my Mac which it said it sent a notification to? (Which by the way I also signed out long before I made the new Appleid) I already filled out the payment methods but its still acting like im using my old Appleid. Whenever I try to download an app it asks for an email, then I input MY NEW email, then it asks for my old phone number and then it asks for a notification from my mac (which again, is signed out). I still have some apps that weren't deleted on my phone from my previous icloud so maybe it's connected to that? But the thing is I really don't want to delete them because they have valuable data that I really want to save. I don't know if it's the apps themselves though.

(BTW I checked my new Appleid to see what locked it but there's no new logins except for my phone)
